Coal Mines Regulations, 2017
The Coal Mines Regulations, 2017 include various provisions regulating the management of methane leaks and the extraction of methane from coal seams. For instance, upon the detection of inflammable or noxious gas in coal seams (by way of a methane detector), all persons are required to evacuate the area, and a designated person is required to take steps to remove the gas by improving ventilation, with no re-entry allowed until the area is confirmed safe upon examination with a flame safety lamp or a suitable detector. Detailed records of the detection, removal, and inspections are to be maintained (Regulation 166).
In relation to methane extraction, the Regulations require detailed notifications to be made to a Chief Inspector designated by the Central Government regarding the intent to explore methane in coal mines, the commencement and completion of exploration, and the closure, abandonment or discontinuation of extraction work (Regulations 218 – 221). In addition, the Regulations also require that a standard manner of extraction be prepared and submitted to the Chief Inspector for approval and a ventilation plan be maintained (Section 223, 227). The Regulations set out detailed requirements for various aspects of the exploration process (including welding, cutting, transportation and monitoring) and require daily examination of all installations, pipelines and safety systems with records of such examinations maintained and signed by the designated person, assistant manager-in-charge, and manager of methane exploration or extraction operations (Sections 228 – 234).
