Directive (EU) 2023/959 establishing a system for greenhouse gas emission allowance trading within the Union

This directive creates a new emissions trading system (ETS2) to cover CO2 emissions from fuel combustion in buildings, road transport and small industries not covered by the EU ETS. The ETS2 is expected to be fully operational in 2028, with monitoring and reporting to begin in 2025. The ETS2 cap will be set to bring emissions down by 42% by 2030 compared to 2005 levels.
