Catalogue of Minerals for which Mining Rights Transfer Proceeds are Collected Based on the Rate of Mining Rights Transfer Revenue
The regulation introduces a comprehensive catalogue comprising 144 types of minerals, each with distinct assignment income rates. Based on these specified rates, holders of mining rights are obligated to submit a specific portion of their sales income to the relevant departments.
The minerals and income assignment rates (%) are as follows:
- Oil, natural gas, shale gas, natural gas hydrate - 0.8 for land mining rights, 0.6 for sea area mining rights
- Coal bed methane - 0.3
- Coal, stone coal (raw mineral products) - 2.4
- Uranium, thorium (mineral processing products) - 1
- Oil shale, oil sand - 0.8
- Natural asphalt (raw mineral products) - 2.3
- Geothermal - (T<60℃) 3.6, (60℃≤T<90℃) 4.2, (T≥90℃) 4.7
- Iron, manganese, chromium, vanadium, titanium - 1.8
- Copper, bauxite, nickel, cobalt - 1.2
- Tungsten, tin, antimony, molybdenum, lead, zinc, mercury - 2.3
- Magnesium, bismuth - 1.8
- Gold, silver, platinum group (platinum, palladium, ruthenium, osmium, iridium, rhodium) (mineral processing products) - 2.3
- Rare metals (niobium, tantalum, beryllium, lithium, zirconium, strontium, rubidium, cesium), scattered metals (germanium, gallium, indium, thallium, hafnium, rhenium, cadmium, selenium, tellurium) - 1.4
