Action Plan for Green Mobility

The Chinese Action Plan for Green Mobility promotes green mobility such as public transport, walking and biking, and aims at reducing passenger vehicle use. It mainly cover cities including municipalities, prefectural cities, public transport priority cities and other cities with a population over 1 million inhabitants. 

By 2022, 60% of the cities under this Green Mobility plan have to reach green mobility rate over 70%, and public satisfaction over 80%. 

The actions plan includes: 
- The improvement of infrastructures for low-speed mobility such as walking and biking, along with the installation of charging infrastructures. 
- The scale up of new energy and clean energy vehicles deployment, including targets on NEV share in bus fleets. 
- The development of public transport, with a significant increase of priority lane for public transport, with targets on public transport share in motorised mobility and public transport operational speed during rush hours. 
- The improvement of public transport service 
- The development of a "Green Mobility culture", through annual public communication events. 

An evaluation criteria document was released in October 2021.
