Law No. 2014-390 defines the fundamental objectives of sustainable development and aims to identify and support policies for sustainable development and climate change mitigation. It defines sustainable development commitments; advances environmental protection, economic development and social progress; creates the conditions for the rational and sustainable use of natural resources for present and future generations and regulates the use of living modified organisms.

As specified by Article 3, the law applies to sustainable land use planning, biodiversity, biosafety, climate change, sustainable urban development, energy, coastal and marine environment, disaster management, sustainable forest management, sustainable coastal and sea management, sustainable land management and desertification, the clean development mechanism, REDD+ mechanism, sustainable consumption and water resources.

Article 6 presents the tools for the implementation of the principles and objectives of sustainable development. It includes local agenda 21, green accounting, environmental and social assessments, green taxation, evaluation grids, sectoral guides, sustainable development indicators, standards relating to sustainable development, greenhouse gas inventories, sectoral sustainable development plans, the national plan for adaptation to climate change, the national strategy for sustainable development, the national strategy to combat climate change and the ecological footprint.
