Guarantee of origin for renewable gases

The Council of Ministries approved a decree to create the guarantee of origin system for renewable gases (hydrogen, biogas, biomethane, etc.), which will allow consumers and producers to distinguish them respect to gases from fossil origins. It is partially based on the EU directive 2018/2001. Through the GO, producers and consumers will be able to exchange the certificates inside the system. The creation of this system was planned as part of the National Hydrogen Strategy and the PNIEC 2021-30. This is governed by Royal Decree 376/2022 and Order ted/1026/2022. System is managed by Enagás SA appointed by the Ministry as the temporary Issuing Body
In June 2025, the first guarantees of origin for RFNBO were issued to hydrogen plants in Barcelona and Puertollano
