Agreement on cooperation for the development of the biogas and biomethane

This sector agreement was initiated by the Ministry of Climate and Environment and signed by representatives of government administration and stakeholders of the biogas and biomethane sector. The main purpose of the agreement is cooperation for the development of the sector in Poland and the maximization of "local content." This is understood as the participation of entrepreneurs based in Poland or foreign entrepreneurs that have a branch or representative office in Poland and conduct production or service activities in the country, thereby creating a supply chain for the construction and operation of biogas plants and biomethane plants.
The Minister of Climate and Environment appointed 33 members to the Coordination Council who represent the parties to the agreement on cooperation for the development of the biogas and biomethane sectors. The Council is responsible for coordinating activities aimed at the implementation of the Agreement, in particular:

  • monitoring the implementation of strategic goals;
  • establishment of working groups ensuring the cooperation of the Parties in the field of key areas;
  • monitoring the level of local content achieved by investors and entities participating in the supply chain for the sector.

During the first meeting of the Coordination Council, the Regulations of the Coordination Council were adopted and Working Groups were established in the following areas:

  • Group 1 - Development of local distribution networks for biogas and biomethane
  • Group 2 - bioLNG and bioCNG and injection of biomethane into the national gas distribution network
  • Group 3 - Supply chain and local content
  • Group 4 - Management of biomass from agriculture and agri-food processing and fertilization use of post-fermentation substances
  • Group 5 - Identifying barriers limiting the development of the biogas and biomethane market and proposing their removal
  • Group 6 - Support and promotion mechanisms, staff development and the education system
  • Group 7 - Trading in avoided emission allowances
  • Group 8 - Financing of biogas and biomethane projects
