Law of Republic of Uzbekistan "On gas supply”

This law regulates relations in the field of gas supply.
The specially authorized body in the field of gas supply ensures the safe and reliable operation of the gas supply system (Art. 7).
Activities for the extraction, processing and generation of gas are carried out by organisations on the basis of licences issued by the Cabinet of Ministers (Art. 10). Licenced organisations shall: 

• provide constant monitoring of the quality of the supplied gas for its compliance with regulatory documents;
• in accordance with the established procedure, participate in the formation of the balance of resources and distribution of gas; 
• inform gas transmission organisations and consumers about impending curtailments of gas supply and about the restriction of gas supply in connection with scheduled repair work; 
• ensure the safety of gas production, processing and production; 
• safeguard environmental and labour protection. 

The law provides a list of obligations for the owner of gas supply system facilities to ensure environmental safety (Art. 15). In order to ensure industrial, fire and environmental safety, owners must:

• monitor the technical condition of facilities; 
• monitor compliance with the established operation parameters; 
• carry out production control in the field of environmental protection, fire and preventive work; 
• develop measures and emergency action plans to prevent, localise and eliminate potential accidents, fires and other emergencies; 
• train employees in emergency procedures for accidents, fires and other emergencies.
