Social Contract for the Mining Industry

The Polish government and mining union delegates signed a social contract for the mining industry. The MoU was signed in September 2020, and the final Social Contract was signed May 2021. 

 

The Social Contract sets out the specific timetable for discontinuing hard coal mining at each production unit by the end of 2049, lays out a framework definition for the New Aid System, outlines the development for clean coal technologies, and ensures social protection for mine workers. 

 

The Contract will need the EU Commission's validation to implement the policies, as much of the funding will come from EU funding instruments, such as the Just Transition Mechanism. 

 

The Social Contract should cover only hard coal mining, but further negotiations with the EU Commission might change the scope of the policy, in order to be in line with EU funding requirements.
