Sweden's Recovery Plan / energy efficiency of apartment buildings

This is the third component of the green recovery measures of Sweden's recovery and resilience plan. 

According to current proposals to the regulation, support is given to apartment buildings with an energy performance which, expressed as a primary energy figure, exceeds 100 kWh / m2, and year and for energy efficiency measures that improve the overall building's energy performance by at least 20 percent. The estimate of the target is based on the assumption of an annual renovation rate of three percent.   
  

Sweden’s allocation in the form of grants from the Recovery and Resilience Facility (RRF) amounts to USD 3.75 (EUR 3.45 billion).  The country received its first disbursement from the RRF on 18 July 2025. The first payment request mainly covered measures implemented in 2020–2022 and amounted to USD 1.79 billion (EUR 1.65 billion).
On 23 January 2026, the Government decided to apply for a second disbursement from the Facility. The second payment request mainly covers measures implemented in 2023–2024 and amounts to USD 1.57 billion (EUR 1.45 billion).
