Strategy for the Transition to a Green Economy for the 2019-2030 Period - Resolution of the President of the Republic of Uzbekistan No. PP-4477

This resolution outlines a strategy for the transition of the Republic of Uzbekistan to a "green" economy for the period 2019 – 2030 (hereinafter referred to as the Strategy), aiming to improve energy efficiency, rational consumption and conservation of natural resources, reducing greenhouse gas emissions, ensuring access to green energy, creating green jobs and ensuring climate resilience. It sets several goals for this transition, including the following.

 

By 2030, a general a reduction of greenhouse gas emissions per unit of gross domestic product of 10% from the level of 2010 and a twofold increase in energy efficiency (Art. 2b).

 

In the oil and gas industry (Art. 5 in Strategy):

 

  • A reduction of natural gas losses during the production, processing, transportation and distribution of natural gas by upgrading compressor stations, low and medium pressure gas distribution networks, as well as the gas transmission system with the introduction of effective technologies for controlling the loss of hydrocarbon resources;
  • The introduction of modern technologies for gas supply distribution and metering;
  • A reduction of greenhouse gas emissions during the processing and storage of oil and oil products;
  • A reduction of greenhouse gas emissions from the combustion of associated petroleum gases as a result of the introduction of processes for furthering their utilization and processing.

 

In the legal and regulatory framework for a "green" economy (Art. 17 in Strategy):

 

  • An inventory of the regulations covering the priority areas of the Strategy, with improvement proposals;
  • The development of economic measures and instruments, including the introduction of fees to reduce greenhouse gas emissions;
  • The development and introduction of mandatory requirements for energy efficiency.

 

On the control of energy efficiency (Art. 18 in Strategy):

 

  • The development of targets for energy saving and energy efficiency and the implementation of a monitoring, verification and performance reporting system;
  • Energy management and audit of energy-intensive enterprises.

 

With regards to capacity building and creating an enabling environment for the transition to a green economy (Art. 20 in Strategy):

 

  • The creation of a monitoring, reporting and verification system on greenhouse gas emissions (GHG), taking into account national circumstances, to continuously track the implementation of the country's quantitative obligations under the Paris Agreement and ensure GHG reporting;
  • The development of a climate monitoring system;
  • The development of public-private partnerships to promote green technologies;
  • Support private investors, including small businesses, in the implementation of "green" innovations;
  • The development of mechanisms to stimulate "green" governmental procurement by developing adequate specifications and setting up a certification system for the energy efficiency of goods and services.

 

On supporting green investments (Art. 21 in Strategy):

 

  • The introduction of a system of "green" lending and financing;
  • The creation of “green” funds, special funds for energy saving and other similar mechanisms;
  • Support “green” sustainable growth through fiscal policy.
