The 13th Five-Year Plan for Energy and Resource Conservation by Public Institutions
…sustainable energy and resource management by public institutions, including targets, principles, key action areas, and enabling policies. By 2020, the total energy use of public institutions shall not exceed 225 million tce, while the energy consumption per person and per unit building area shall decrease by 11% and 10% respectively. Energy and resource conservation activities are mostly focused on the following three areas:
Green actions
green building operations
green office operations
green travel actions
green canteen operations
green information actions
green cultural actions
2. Implementation of energy-saving projects
upgrading of coal-fired boilers
applications of renewable energy

Public Sector Energy Efficiency Strategy
…While each public body must take responsibility for managing its own energy, its parent Department will have an oversight and leadership role for ensuring that the bodies under their aegis, i.e. their "group", engage in structured energy management. This will have a number of advantages: Creating accountability, as Departments will have to report to government annually; Forming a coherent view of energy saving potential across all 350 public bodies; Allowing more flexibility in strategic decisions to be made on where best to concentrate effort within a Department 'group ' -not all bodies will be able to make 33% energy savings…

Budget Law 2007 - Energy efficiency provisions
…foresee a 50% tax deduction from 01/01/2015 to 31/12/2015 (30/06/2016 for renovations carried out on the common parts of residential buildings). In 2008, a tax credit to favour the installation of RES plants was introduced to subtract from the IRPEF (income tax of physical persons) or IRES (income tax on companies revenues) part of the costs incurred. The tax credit scheme provides a support for interventions aimed at achieving energy savings, including the implementation of renewable energy systems installed to meet the energy needs of residential buildings (i.e. domestic , lighting , power electrical appliances…

Subsidy scheme for households supporting energy saving measures and housing refurbishment
…26 March 2015 established a subsidy scheme for households supporting energy saving measures and housing refurbishment. The Decree entered into force on 1st of April 2015.The programme subsidises installation of certain renewable energy systems, such as heat pumps, solar water heaters or biomass-fired boilers that help with energy savings for households.Amount of the subsidy differ per technology installed. The capital grant for biomass boiler installation amounts up to EUR 800. The subsidy cannot exceed 70% of the total installations costs of the boiler. Similar grant rules apply for installation of heat pumps and geothermal energy in households…

Special Fund for Energy Efficiency in SMEs
…a maximum grant amount of EUR 1 280. Advice can also be "in-depth", referring to an in-depth energy analysis undertaken in order to prepare a comprehensive strategy for energy-saving measures. A grant amount can be provided to finance up to a EUR 800 daily fee. Up to 60% of the daily fee can be covered (to a maximum of EUR 480 per day), with a maximum grant amount of EUR 4 800 (for a basis for assessment, up to EUR 8 000). National System for Energy and Indoor Air Quality Certification of Buildings (SCE)
…includes all licensing applications for buildings regardless of their floor area. A key aspect of the SCE is the Energy Certificate. This document will assign an energy performance label to residential and service buildings and list measures for improving the energy performance of these properties, thus increasing energy savings by 20 to 40% and reducing subsequent CO2 emissions. The energy label allows the residential or service units to be classified on an efficiency scale ranging from A+ (high energy efficiency) to G (poor efficiency). This is similar to the scale used for some domestic equipment and appliances and allows for…
