Long-term industry agreements on energy efficiency (LTA3 / MEE)
…the energy efficiency of industry. According to the Government, more than 1000 companies from 37 sectors have established agreements to reduce their energy use.
Within this framework companies have the opportunity to enter into supplementary agreements with the government concerning energy efficient measures with a payback period of over five years. The government looks at the actions it can perform for each one-on-one agreement in order to clear any obstacles so that the measure can be undertaken.
An addendum to the law (Addendum MEE) provides for individuall MEE companies to achieve 9 PJ in additional final energy savings… -

Funding for Energy Audits
…perform energy audits for small and large industry and to advise them on investments to improve energy efficiency. The Energy Efficiency and Environment Agency (ADEME) also put in place a complementary measure to advise those enterprises not eligible for FRAC.
Previously, mandatory energy audits, carried out by experts appointed by the Ministry of Industry, were required every three years from 1977 to 1997 for industrial facilities consuming more than 300 toe per year (20 000 sites in France). The degree of compliance in 1994 was only 40%, partly due to inadequate resources. Energy savings identified are about 3% of energy… -

Financing for Energy Efficiency Investments
Funds for energy efficiency investments in industry are available from SOFERGIE, created in 1980 (a group of companies that finances energy-saving investments) to facilitate lease financing for energy management with the hope that this funding would give structure to a body of "third-party investors" who would identify, analyse, carry out and finance investment in "turn-key" energy conservation projects remunerated out of the resulting savings. The Decret n °2002-636 of 23 April 2002 broadens the scope of intervention of authorised companies specialised in the financing of energy efficiency through lease credit (SOFREGIE). In addition to financing equipment…

Preferential loans for energy saving measures
…French Government announced the creation of a EUR 10 billion fund for the funding of domestic energy conservation projects with low-interest loans. Available from 1 January 2007, the low-interest loans are based on a previous tax-free savings account known as the CODEVI (Compte pour le Développement Industriel). This savings product allowed banks to finance the development of small- and medium-sized enterprises (SMEs).
The CODEVI as of 1 January 2007 has been renamed the LDD (Livret de Développement Durable), and banks must use a portion of these funds to offer preferential loans for domestic energy conservation projects… -
