New Mexico Energy Efficiency Obligation
In 2007, the government of New Mexico introduced an energy efficiency obligation for all sectors except transport using electricity. Obligated parties include investor-owned utilities. The obligation seeks to achieve a 5% savings based on 2005 electricity retail sales by 2014 and 8% of 2005 retail sales by 2020. There are no specific energy efficient measures. Calculation of savings is based on deemed savings. Annual reports must be submitted by each utility and a comprehensive M&V report must be conducted by an independent evaluator every three years. PHARE Energy Saving Fund
Phare Energy Saving Fund was established by the European Commission and the Czech Ministry of Industry and Trade to enable financing for small and medium-sized energy efficiency projects. The EU Phare Programme for the Czech Republic (Energy Programme CZ 9303) provided EUR 4.5 million as a credit line. A local commercial bank (CSOB) was selected for the management of the fund in 1997. Supervisory functions of PHARE ESF are executed by the Ministry of Industry and Trade through the Monitoring Board. In 2008, the government of Maryland introduced an energy efficiency obligation for all sectors except transport, covering electricity and gas. Obligated parties include investor-owned electricity and natural gas utilities. The obligation seeks to achieve post-2015 2% savings of the utilities weather normalised gross retail sales in order to achieve 792 GWh of energy savings per year. Eligible energy efficiency measures can be applied to appliances; HVAC; lighting; building fabric; CHP; smart meters; and new buildings. Bulgarian Energy Efficiency Obligation
In 2008, Bulgaria implemented a national energy efficiency obligation standard applicable to all sectors, covering electricity, heat, natural gas, liquid and solid fuel. Potential measures include any efforts that save energy in energy generation, transmission and distribution and/or final consumption. Bulgaria has a 2014-2020 energy savings target of 69.38 ktoe final energy per year. The government proposes training in energy efficiency management and audits. Savings are to be calculated through metered savings, auditing conducted by approved engineers and annual reports submitted to regulators.
