                New Mexico Energy Efficiency Obligation

In 2007, the government of New Mexico introduced an energy efficiency obligation for all sectors except transport using electricity. Obligated parties include investor-owned utilities. The obligation seeks to achieve a 5% savings based on 2005 electricity retail sales by 2014 and 8% of 2005 retail sales by 2020. There are no specific energy efficient measures. Calculation of savings is based on deemed savings. Annual reports must be submitted by each utility and a comprehensive M&V report must be conducted by an independent evaluator every three years. Typically, a subset of programmes is independently evaluated every year. New…

Phare Energy Saving Fund was established by the European Commission and the Czech Ministry of Industry and Trade to enable financing for small and medium-sized energy efficiency projects. The EU Phare Programme for the Czech Republic (Energy Programme CZ 9303) provided EUR 4.5 million as a credit line. A local commercial bank (CSOB) was selected for the management of the fund in 1997. Supervisory functions of PHARE ESF are executed by the Ministry of Industry and Trade through the Monitoring Board. CSOB uses funds from the PHARE ESF to make loans for investments in energy savings projects in…

National Master Plan for Energy Conservation

…Energy Conservation (RIKEN) sets a goal of decreasing energy intensity by 1% annually until 2025. In order to reach this goal, energy savings potentials have been identified as follows: industry 15-30%, commercial buildings 25%, households 10-30%. Once these potentials were established, a plan was formulated to achieve them; the plan includes fiscal incentives (tax deductions and soft loans) together with other instruments such as training and educational programs as well as energy audits. As of late 2014, a draft version of the RIKEN is awaiting approval. In the current draft master plan, Indonesia aims to reach energy savings…

In 2006, entries from Northern Ireland were invited for the first time. In 2007, 225 nominations were received, resulting in 101 entries with a combined energy spend of Eur 290 million. The awards are intended to encourage, recognise and reward excellence in energy management in the industrial, commercial and public sectors. The awards focus on individuals, groups and organisations who demonstrate a commitment to include energy management as part of their overall management structure and provide an opportunity…

New buildings must not exceed the annual primary energy requirement of a corresponding reference building and must be realised in such a way that the cladding and the systems engineering comply with prescribed minimum standards. In exceptional cases there are requirements to retrofit. In 2008, the government of Maryland introduced an energy efficiency obligation for all sectors except transport, covering electricity and gas. Obligated parties include investor-owned electricity and natural gas utilities. The obligation seeks to achieve post-2015 2% savings of the utilities weather normalised gross retail sales in order to achieve 792 GWh of energy savings per year. Eligible energy efficiency measures can be applied to appliances; HVAC; lighting; building fabric; CHP; smart meters; and new buildings. Bulgarian Energy Efficiency Obligation

In 2008, Bulgaria implemented a national energy efficiency obligation standard applicable to all sectors, covering electricity, heat, natural gas, liquid and solid fuel. Potential measures include any efforts that save energy in energy generation, transmission and distribution and/or final consumption. Bulgaria has a 2014-2020 energy savings target of 69.38 ktoe final energy per year. The government proposes training in energy efficiency management and audits. Savings are to be calculated through metered savings, auditing conducted by approved engineers and annual reports submitted to regulators.

It covers four specific sectors: Transport, Residential and Services, Industry and State, and three cross cutting action areas: Behaviours, Taxes, Incentives and Financing. Within these areas the plan elaborates 12 action programmes covering several aspects of energy efficiency, aiming to stimulate the use of new technologies, the improvement of organisational processes and the change in behaviour and values leading to more sustainable consumption habits. The Portuguese government estimates that implementation of this plan will allow energy savings…
