                The Virtual Power Plant Energy Efficiency Program (VPPP)

                The Virtual Power Plant Energy Efficiency Programme, co-financed by EU Cohesion Fund, aims to achieve annual energy savings targets in the industrial sector equivalent to 200 MW of capacity on average in 2020. The first companies that join voluntarily (mostly SMEs) get a free assessment and energy staff capacity building.

                As part of Frances Energy Bill, the government planned to put in place a system of tradable "white certificates" for energy efficiency. It focuses on financing energy efficiency, small-scale renewable energy, and clean urban transport projects (at market rates) targeting municipal, local and regional authorities and public and private entities acting on behalf of those authorities. As of 31 December 2016, the eeef portfolio (financial close achieved) consisted of 11 different projects (in seven member states of the European Union) with a disbursed volume of €116.0 m and overall fund commitments of €121.0 m. These projects achieved total accumulated savings of 243,683 tCO2e and 191,761 MWh of primary energy savings through the end of 2016.

                Assessment mechanism of energy efficiency criteria for the granting of subsidies to urban public transport

                The Plan of Urgent Measures for the Spanish Strategy on Climate Change and Clean Energy provided for the inclusion of energy efficiency criteria for the granting of subsidies to urban public transport. This measure, defined in the Energy Savings and Efficiency Activation Plan implemented by the Ministry of Industry, Energy and Tourism through the IDAE (Institute for Energy Diversification and Saving), consists of establishing an energy efficiency valuation mechanism applied to public transport systems, which makes it possible to uniformly evaluate the progress made, and take it into account in distributing this aid.                 National Energy Efficiency Action Plan 2010-2018 contains targets and roadmap to how improve energy efficiency in all sectors in Albania. The document is consistent with outlines of the EU Directive 2006/32/EC on energy efficiency end use and energy services, Directive 2002/91/EC on energy performance building and Directive 92/75/EC.
