Energy policy in Belarus focuses on providing reliable energy while reducing import–dependence, particularly on natural gas from a single supplier. Public investment in transmission network
The Netherlands plans to invest €750 million by 2031 to co-fund a national hydrogen network, with Gasunie as the TSO. The total investment need is €1.5 billion, and part of the network should be operational by 2026.
As of February 2025, costs have risen to €3.8 billion due to fewer repurposed pipelines, higher material and labor costs, and stricter environmental rules. Tariffs will be regulated from 2031–2033 and depend on user numbers. Important Project of Common Interest (IPCEI) Hy2Use to specific projects
The Netherlands’ Ministry of Economic Affairs and Climate cleared EUR 784 million (~USD 826 million) in national subsidies for electrolyser projects linked to the Hy2Use IPCEI. Projects have a capacity of 1,150 megawatts of electrolysis for the production of hydrogen
The budget was revised down by EUR 183 million (over 2025-2030) in the 2025 budget proposal from September 2024 -

Offshore Wind to Hydrogen projects awarded grant
The Netherlands Enterprise Agency (RVO) has announced that the GROW consortium FlexH2 project was awarded a grant as part of the MOOI-SIGOHE tender scheme.
The Shell-led research project FlexH2, which stands for Flexible Offshore Wind Hydrogen Power Plant Module, intends to develop and demonstrate technology that will accelerate the scale-up of offshore wind to green hydrogen production and its integration in the energy system.
Through this grant, the Dutch government is contributing EUR 4 million, and the partners are investing about EUR 5 million in the project.

National Climate Agreement
The Netherlands negotiated a national climate agreement in 2018 and 2019. The agreement was concluded and presented on June 28th 2019 and touches upon every aspect of the climate and energy domain, including energy efficiency. A concept agreement was presented in December 2018.
This agreement supersedes the previous Energy Agreement for Sustainable Growth (2013) following the new more stringent ambitions from Paris.
