Claire Bouteille
Chief Management Officer. Claire Bouteille joined the IEA as Chief Management Officer in May 2013. As head of the Office of Management and Administration (OMA), she has overall responsibility for the Finance Unit, the Information Systems Unit, the Building and Operations Unit, and Human Resource issues. She was formerly the Head of Corporate Services at the British Embassy Paris, Foreign and Commonwealth Office, with direct responsibility for the leadership and management of that section, and responsibility for human resources, finance and budget management, information technology, communications, security, transport and logistics, and the bilateral Ambassador's Residence.

Mélanie Auvray
Head of Supply Chain and Competitiveness, European Heat Pumps Association. Mélanie holds a master's degree in international and European Law (in English) from Tilburg University, in Netherlands, with a focus on environmental law. After her graduation in 2019, Mélanie joined directly the European Heat Pump Association as a policy assistant and analysed the European Green Deal and its opportunities for the heat pump sector. She quickly took the lead on products related legislations (Ecodesign, energy labelling, network codes, code of conducts…) and started managing the Heat Pump Manufacturers Committee. With the expertise of the members, Mélanie drafted position papers and statements as support to engage with various European and National actors. As Head of Supply Chain & Competitiveness , she oversees the policy officers working on product-related legislation. She is now focusing on engaging with more key actors for heating and cooling applications and representing the European Heat...

Andrew O'Callaghan
Senior Policy and Programme Evaluator, Sustainable Energy Authority of Ireland (SEAI). Andrew O’Callaghan is a Senior Policy and Programme Evaluator at the Sustainable Energy Authority of Ireland (SEAI). He works on developing evidence and data models to assess the impact of national retrofit and energy efficiency programmes. Andrew has a background in applied psychology and carbon management, and has previously worked in behavioural economics and energy modelling. His work supports the design of more effective and inclusive policies to advance Ireland’s climate and energy goals.

Daniel Morris
Clean Energy Lead, Climate Investment Funds. As the Senior Climate Change Specialist and Clean Energy Lead, he works with the Climate Investment Funds’ partners to help deliver transformational change in the energy systems of developing countries.Daniel’s 12 years of experience in working to build economic and policy solutions to the climate crisis are also derived from his previous roles as an Advisor to the US Executive Director of the World Bank and as a Policy Analyst in the US Treasury. In the latter position, he helped to execute the agency’s responsibilities related to the United States’ climate and energy agenda. Daniel has a Master’s degree in Environmental Science and Management, Political Economy of the Environment from the Bren School of Environmental Science at the University of California, Santa Barbara, and a Bachelor of Science degree in Environmental Science from Northern Arizona University.
