Energy service companies (ESCOs) deliver energy efficiency projects that are financed based on energy savings. Given the need to rapidly and significantly increase financing for energy efficiency, interest in ESCO business models is growing.

QualitEE Data

EPC is the key energy efficiency measure defined in the Long Term Strategy for Mobilising Investments in the Energy Renovation of Buildings and National Energy Efficiency Action Plan 2014-2020.

Buildings Energy Renovation Programme of the Ministry of Infrastructure financed through Cohesion Fund and set up in the Operational Programme for the Implementation of the EU Cohesion Policy 2014-2020 is the most relevant support scheme.

The Josef Stefan Institute is currently working to develop a Code of Conduct for the implementation of EPC projects under the Transparense initiative, funded by Intelligent Energy Europe.

Energy Retrofit Programme of Public Buildings in Ljubljana (ERPPBL) is an investment of €50.7m funded by EIB ELENA programme which relies upon Energy Performance Contracting.

The QualitEE survey has collected data surrounding the main drivers and barriers of business for ESCOs in Slovenia. This is an excellent opportunity to compare the structural differences of ESCO markets to identify policies or mechanisms that account for such variance. Policies can then be built to complement existing drivers and overcome identified barriers.
