Energy service companies (ESCOs) deliver energy efficiency projects that are financed based on energy savings. Given the need to rapidly and significantly increase financing for energy efficiency, interest in ESCO business models is growing.

Insights

Average duration of ESCO projects in Slovakia:

In the three-year period 2012-14, barriers to the development of the energy service market in the Slovakia were identified in projects funded by the Intelligent Energy Europe programmes. The main barriers identified were the lack of information on energy services, lack of trust in energy service providers and an inadequate regulatory framework for energy services. To overcome these barriers, the government included a new system for energy services in the Energy Efficiency Act in 2014. To increase trust in the system, the Act regulates the market for guaranteed energy services provided under energy performance contracts. The SIEA also offers support and awareness for energy service development, as well as training for providers of guaranteed energy services.

The QualitEE survey has collected data surrounding the main drivers and barriers of business for ESCOs in Slovakia. This is an excellent opportunity to compare the structural differences of ESCO markets to identify policies or mechanisms that account for such variance. Policies can then be built to complement existing drivers and overcome identified barriers.
