Additionally, this is an excellent opportunity to compare the main drivers of business with those of similar markets in other countries to identify policies or mechanisms that account for the driver differential.

Barriers for ESCO projects in Italy include a lack of understanding and trust both from the end users and financial institutions. Policy and subsidy uncertainty adds to the issue of long term stability and lending. Finally, administrative barriers in the public sector prevent ESCOs from achieving their full potential nationally
