Modernization of Electric Grid establishes a federal policy for the U.S. Department of Energy to update the electric utility transmission and distribution system to maintain reliability and infrastructure protection through a "Smart Grid." The term ?Smart Grid? refers to a distribution system that allows for flow of information from a customer?s meter in two directions: both inside a house to thermostats, appliances and other devices, and from the house back to the utility. Smart Grid is defined to include a variety of operational and energy measures such as smart meters, smart appliances, renewable energy resources and energy efficiency resources. A Smart Grid Advisory Committee and a Smart Grid Task Force will assist with implementation. The Advisory Committee will advise relevant Federal officials concerning the development of smart grid technologies, the progress of a national transition to the use of smart-grid technologies and services, the evolution of technical and practical standards and protocols to allow interoperability and inter-communication among smart-grid capable devices, and the optimum means of using Federal incentive authority to encourage such progress. The Task Force will insure awareness, coordination, and integration concerning smart grid R&D; development of standards and protocols; and the relationship of smart-grid technologies in regards to practices to electric utility regulation; to infrastructure development, system reliability, and security; and to other facets of electricity supply, demand, transmission, distribution, and policy.
