Legal References:Art. 64 of the Swiss Constitution permits the Federal Administration to support scientific research and innovation. Next, Art.5 of the Research and Innovation Support Act (FIFG, SR420.1) specifies that the federal administration may act as research entity, if the administration requires research to be executed or supported towards delivering administrative tasks. The support may encompass financial contributions (per Art.6 and Art. 16 of the FIFG and additional topical acts). Any support provided by the departments of the federal administration has to be based on multi-year research programs (Art 24). The Swiss Federal Office of Energy research program also has a legal basis the following topical acts: the Energy Act (EnG, SR 730.0), Art. 12 and 14; the Subventions Act (SuG, SR 616.1), Art. 11 and 23; the Nuclear Energy Act (KEG, SR 732.1), Art. 86; the Swiss Fedeal Nuclear Safety Inspectorate Act (ENSIG SR 732.2), Art. 6; the CO2-Act (SR 641.71); and the Federal Act of Dams (SR 721.10).
Funding:Total funding for 2015: CHF 33.7 million for energy efficiency and renewable energy; Total funding for 2017: CHF 33.3 million for pilot and demonstration projects in the field of renewable energy and/or energy efficiency;

The program serves as a link between research and development on the one hand hand and commercially viable energy-related technologies.
