The Spanish Energy Efficiency Strategy 2004-2012 is a policy strategy presented by the Government in November 2003 and approved by the Parliament in December 2003. The strategy involves saving energy resources and limiting the external dependency by environmental improvements. The strategy is integrated in the process definition of the new Spanish energy frame, and gathers the actions of multiple stakeholders in search of a common objective: the reduction in the energy intensity in Spain by about 7.2%, throughout 2004-2012. The following sectors have been considered in the Strategy: - Energy Transformation; - Transport; - Buildings; - Tertiary, Residential and Public Services; - Industry; - Agriculture. In December 2004, the Economic Affaires Government Comission decided to launch an E4 Action Plan for the period 2005-2007. This Plan will be coordinated by the Ministry of Industry, Tourism and Trade, and will be presented to the Commission before 25 March, 2005. The objective of the Plan will be the definition of measures, instruments, priorities, responsibilities, etc. in order to launch the E4 and also including additional measures for the period 2005-2007. In the pack of measures a budget proposal will be included. The result of the implementation of saving measures, is expected to be about 9.824 ktep/year in final energy, and 15.574 ktep/year in primary energy, which would imply, for the sectors, a saving of 2.862 M?/year. The accumulated saving planned during the period 2004-2012, reaches the 41.990 ktep in final energy and 69.950 ktep in primary energy
