2014 - in 2014 a third stage of SLOSEFF projects has been announced called SLOVSEFF III

Evaluation:SLOVSEFF’s main advantage is the provision of incentive payments upon verification of implementation of all projected energy savings measures. Another advantage is that a simplified energy audit has to be performed for each project. These audits identify the main energy savings or renewable energy potential and recommend the key measures to be taken. On completion of the project, implementation of the measures is checked against the project plan. Evaluation of the first two phases showed that more careful monitoring of achieved energy savings would be necessary to ensure more effective utilisation of public funds in future phases. Furthermore, the energy savings achieved in the first two phases demonstrated the necessity for more ambitious targets for any upcoming phases.

SlovSEFF III is a sustainable energy financing facility developed by the EBRD in collaboration with the Ministry of Environment of the Slovak Republic and the Ministry of Agriculture, Food and Environment of Spain, which are funding the programme's incentive payments and technical assistance respectively.

The incentive payments are financed from the proceeds of an innovative carbon credit transaction between the governments of the Slovak Republic and Spain. Under the terms of the agreement, the Slovak Republic has allocated the proceeds from the sale of emission permits towards additional greenhouse gas (GHG) emission reduction projects in the Slovak Republic (please click here for more information).

Given the nature of the overarching carbon credit transaction, SlovSEFF III seeks to promote the reduction of GHG emissions by introducing a link between a project's GHG emission reduction potential and the incentive payment level for renewable energy and industrial energy efficiency projects. The programme's focus will be on financing these investment categories. The incentive payment for residential energy efficiency projects is based on the environmental impact that the proposed measures combined are able to achieve.

The SlovSEFF III participating financial institutions are Slovenská sporiteľňa, a.s. and VÚB, a.s.
