The Electricity Law (No. 13/2007) was created mainly due to necessity to adjust electricity sector of Romania to the provisions included in EU Directives 54/2003/CE and 8/2004/CE. In comparison to the Electricity Law (No. 318/2003) it outlines in detail licensing matter (administrative process and fees).
Romania implemented amendment of the Electricity Law in 2012 in order to additionally reinforce primary goals of the policy and to liberalize electricity trading in Romania. With the changes wholesale competitive market was set. Principle of contractual freedom and negotiations are in place along with no prices restrictions. Nevertheless, in parallel to this system controlled by the government retail market system still exists.
