The National Strategy for Climate Change Adaptation - ENAAC -  was adopted as a resolution of the Council of Ministers nº24/2010 on April 1, 2010.

The National Strategy for Adaptation to Climate Change is structured under four main objectives:

  1. Information and Knowledge - is the basis for climate change adaptation, the focus is to consolidate and develop a scientific basis and solid technique.
  2. Reducing Vulnerability and Increasing Responsiveness - is at the heart of this strategy, and corresponds to the work of identification, prioritization and implementation of key adaptation measures.
  3. Participate, raise awareness and disseminate - identifies the imperative to bring all stakeholders knowledge about climate change and convey the need for action, and above all raise the widest possible participation from those stakeholders in defining and implementing this strategy.
  4. Cooperate at international level - addresses the responsibilities of Portugal in international cooperation on climate change adaptation, as well as in monitoring the negotiations undertaken in various international fora.
