In July 2010, Norway enacted the Offshore Energy Act, included in the January 2011 National Budget. The offshore energy act financially supports research and prototypes projects, regulates projects licensing processes, infrastructure deployment and creates specific assessment guidelines for offshore resources exploitation.
In annual budget 2011 NOK 10 million - EUR 1.26 million equivalent - is attributed to ENOVA for pilot and prototype projects and NOK 20 million for large demonstration projects - EUR 2.5 million equivalent. Moreover, some NOK 55 million - EUR 7 million equivalent- are especially attributed to ENOVA for less mature technologies and NOK 10 million to carry out prospective studies on further potential in Norwegian waters.
The Act facilitates the opening of offshore areas for licence allocation, initiates the creation of priority areas where potential has to be further assessed first and states that in order to obtain a licence, early environmental and societal assessments of project deployment consequences on the energy sector and on Norwegian society as a whole is required.
The programme also provides for an overall planning of both grid infrastructure works and expansion and offshore deployment, so that both developments are somehow synchronized.
