The government developed a policy package to reduce New Zealand's GHG emissions in line with international obligations. It underwent a consultation process to establish New Zealand's strategy regarding the issues involved. Advice was provided by a number of working groups involving officials from ten government departments and one Crown agency.

In 2007, the Government announced that the cornerstone policy for its Kyoto Protocol commitments would be the introduction of an emissions trading scheme. This became law mid 2008.
