In its National Allocation Plan, Luxembourg has allocated just over 3.5m tonnes of CO2 per year over the first phase of the EU emissions trading scheme (2005-2007). This figure includes a reserve for new entrants of 400,000t CO2/year, a total of 1.2Mt. This also means a reduction of 5% from BAU for included installations, and a reduction of 3.2% of all national greenhouse gas emissions. Nineteen installations are covered under the scheme ? approved by the EU Commission in October 2004. The European Commission has accepted the NAP without further changes required.
