The Law on the Rationalised Use of Energy (Articles 17 and 18) and MOCIEs notification No. 1998-99 of 27 October 1998 established fuel efficiency targets to encourage automobile manufacturers to make vehicles more efficient. The target was to improve fuel economy within each vehicle category by 5% by 1996 and 10% by 2000 over the 1991 base year. The overall weighted average fuel economy target would be 14.3 km/litre in 1996 based on the 1991 estimate of 13.6 km/litre.
