In 1998 Korea established the 1st Comprehensive Action Plan for Climate Change Policy (1999-2001) and the Office of the Prime Minister set up the Ministerial Committee on Climate Change to coordinate the overall activities related to climate change policy. As the implementation period of the first action plan came to an end, the Korean government re-arranged the national programs and established the second action plan (2002-2004) in March 2002, in order to ensure effectiveness of the policies and measures.
