On 8 December 2009, the "Urgent Economic Measures for Tomorrow's Security and Growth" was approved but the government. The decision included the establishment of the "Housing Eco-Point Scheme". This eco-point scheme was established to provide "eco" points for those who perform eco-friendly renovation or new construction of eco-houses. The points are exchangeable with a variety of products or services. The establishment of this new scheme would be conditional upon the passage of the FY 2009 second supplementary budget by the Diet. Eco-friendly renovations, which are applicable under this scheme, include: 1. Insulation of windows (double grazing by using sash for inner windows, changing the single window glass to multiple glazed glass, etc.) 2. Insulation of external walls, ceilings or floors . In addition to the points provided by implementing the above 1 or 2, more points are added to the case if barrier-free reform is implemented with the above reform of 1 or 2. The definition of new construction of eco-friendly housing under this scheme is: 1. Housing that is in the same energy performance level with the Top Runner Standard of Energy Conservation Act 2. Wooden housing that conforms with the energy conservation standard (1999 standard, which stands in the energy conservation measure rate of 4). In December 2010, the new product items were included: Housing facilities (solar power system, water saving toilet, high thermal performance bath tub).
