In November 2009, Excess Electricity Purchasing Scheme for Solar PV Electricity was started. Under this scheme, electric utilities should purchase excess electricity produced from solar PV system at a fixed price. The purchase price for residential PV facilities was 48 yen/kWh and that for non-residential was 24 yen/kWh. Purchase period is 10 years. And the cost for this scheme will be covered by a monthly surcharge collected from electricity users.
In 2011, purchase price was changed to 42 yen/kWh for residential PV facilities and to 40 yen/kWh for non-residential. And in 2012, this scheme was replaced by Feed-in Tariff scheme for all the renewable sources.
