On 21 September 2007, the Irish government published draft building Regulations under Part L of the building code, which addresses energy efficiency for homes. These regulations took effect in July 2008. For new dwellings, the regulations require that a reasonable proportion of the energy consumption to meet the energy performance of the dwelling is provided on-site by renewable energy sources. A minimum level to meet the reasonable level requirement is laid out as:10kWh/m2/year for space and water heating or cooling or; 4 kWh/m2/year of electrical energy, or; a combination of the two which would have an equivalent effect.
