Due to India’s federal structure, states have the primarily responsibility to address climate change in their constituencies. In order to create a coherent national framework, the national government has directed the State Action Plan on Climate Change. It requires sub-national authorities to prepare SAPCCs in line with national climate policy (the National Action Plan on Climate Change (NAPCC)) and obliges states to incorporate climate change concerns in the decision-making process.
State governments have drafted climate strategies aligned with the eight National Missions under the NAPCC. The most recent strategies cover the period 2015-2020 and focus on issues ranging from climate mitigation, energy efficiency, and resource conservation to climate adaptation.
