The main goals of the Programme were the followings:

  • the growth of annual energy consumption cannot exceed 1.5%;
  • by 2010 it was planned to save 75 PJ/year (or it can be replaced by renewable energy sources) in order to maintain at 50kt/year the emission of sulphur dioxide and at 5Mt/year the carbon dioxide;
  • to increase the consumption of the renewables at 50PJ/year by 2010.

The Programme focused on awareness-raising and education activities concerning energy savings and renewable energy sources.

On top of that, the Programme outlined project called 20 000 Roofs With Soar Collectors. The project would run until 2010 when targeted number of newly installed solar PV panels would be reached.
