In 2000, an agreement was reached between the German government and industry representatives according to which German industry will reduce CO2 emissions per unit of output by 28% of the 1990 level by 2005, more than the 20% originally planned. Industry will also reduce specific emissions by 35% of the 1990 level by 2012. The target fo 2012 includes not only CO2 but also the other five greenhouse gases listed in the Kyoto Protocol. In return, the government will postpone regulatory measures to reach the reduction goals and take the contribution of industry into account in the eco-tax.
