The National Observatory on the Effects of Global Warming (Observatoire national sur les effets du réchauffement climatique - ONERC) counts three missions:
- To collect and disseminate information, studies and research on the risks relating to global warming and extreme climatic phenomena. The observatory functions in connection with scientific organizations, including CNRS, Météo France and IRD, to gather and diffuse information throughout continental France and overseas territories. This information resides in ONERCs datase. The observatory also works in connection with Frances intergovernmental Group of experts on the evolution of climate (GIEC).
- To advise the means of climate change mitigation and adaptation to limit associated risks. The ONERC gathers information on the effects of global warming and extreme climatic phenomena on the French way of life and infrastructure. The Plan Climat 2004 mandates ONERC to prepare a strategy for national adaptation to climate change and to lead a certain number of projects in this field. To this end, the ONERC maintains close connections with territorial organizations in continental France and overseas.
- To contribute actively to the climate change dialogue with developing countries. The observatory illustrates the French response for developing countries likely to be affected by global warming in a way comparable French territory. In particular, the ONERC seeks contact with Member States of the AOSIS (Association of Small Island States), and other nations of the the Indian Ocean, the Caribbean, the Pacific Islands and Guyana.
