Description:The French industry, research, environment and transport ministries commissioned in 2004 a review of the R&D required by France’s planned fourfold cut in greenhouse gases by 2050. Published as a report in May 2005, the conclusions of the public-private working party establish the New Energy Technology (NTE) R&D Program with five priorities: Hydrogen and fuel cells CO2 capture and storage Photovoltaics Energy efficiency in the built environment Bioenergy, including biofuels 80 M€ of public money will fund these programmes in 2005 over and above existing NTE R&D. Annual investment is set to rise slightly in future to give a total investment over the 5 years 2005 to 2010 of 520 M€. As most of the programmes involve collaborative academia/industry research this public investment is expected to leverage around 700 M€ private sector R&D funding. Individual programmes include: Plan d’Action Nationale sur l’Hydrogène et piles à combustible (National Action Plan on Hydrogen and Fuel Cells, PAN-H). Building on the work of France’s existing collaborative fuel cells research programme, PACo, the PAN-H will comprise three stands of industry/academia research: Fuel cell systems: The programme aims to develop the PEMFC technologies necessary for automotive applications, including on board hydrogen storage, and in the process to develop a French fuel cell supply chain. Investment: around 40 M€/year public investment, expected to leverage around 60 M€ industry contributions. Pipeline: To hydrogen distribution networks, investigating redeployment of existing natural gas distribution network before developing H2 distribution infrastructure. A first phase from 2005 to 2008 will investigate pipeline materials, model their behaviour and develop economic models for different development scenarios. Between 2008 and 2010 Pipeline will aim to develop a small demonstrator hydrogen distribution network to test choice of materials and equipment. Funding: around 27 M€ in total, mostly from the CEA and IFP budgets. Hydrogen production: This programme will investigate high temperature production of hydrogen by electrolysis or thermochemical cycles, with a view to exploiting waste heat from France’s nuclear power stations or, in the longer term, geothermal or solar heat sources. Funding: Around 20 M€/year, from the CEA and EdF budgets. CO2 separation and storage Overall aims of the programme will be to reduce the cost of CO2 sequestration by a factor of 2, to determine the regulatory and supervisory procedures necessary to ensure safe sequestration, and to undertake feasibility studies of possible storage sites in France. The programme will also include as a priority the construction of a demonstrator project for separation and storage of carbon dioxide. Funding: 10 M€ in 2005 - rising to 15 M€ in future years. Solar PhotoVoltaics The programme will provide around 5 M€/year for collaborative research on solar cells. The programme will also fund establishment of an Institut Nationale de l’Energie Solaire (National Solar Energy Institute, INES), to be launched on 3 July 2006.
