The Finnish government developed a National Climate Strategy to meet its targets under the Kyoto Protocol, and those relating to its burden-sharing agreement with member states of the European Union. This National Climate Strategy, which was completed in 2001, contained the principles, targets and actions the government considered necessary to meet Finlands national target, including an energy conservation programme and the promotion of renewable energy. It was envisaged that together, these two programmes could account for about half of Finlands targeted emissions reductions. The remainder of the target would be met through measures such as limiting the growing use of coal by increasing the utilisation of natural gas, or by building nuclear power plants, or by a combination of these two measures.
