The Finnish Committee on the Kyoto Mechanisms submitted its interim report on a national emissions trading scheme in October 2000. The committee, consisting of government participants and representatives of interest groups and non-governmental organisations, had been appointed by the Minister of Trade and Industry, in 1999, to draw up a proposal for the implementation of the Kyoto mechanisms. The committee concluded that rather than implementing a national system, Finland should consider joining the trading scheme within the EU. It should also investigate joining an emissions trading scheme that would encompass the Nordic countries and the countries around the Baltic sea.
