Description:In 2003, the Danish government proposed to extend the domestic emissions trading scheme by one year to include 2004, after which the EU Emissions Trading Directive would enter into force. It proposed that teh cap for 2004 continue at the 2003 level of 20 million tonnes of CO2. It was envisaged that it would not be possible to carry over unused quotas from the Danish scheme to the EU-scheme.
