This federal programme revolves around a strategic action document revised each year and implemented by a total of 15 sectors. The programme targets enterprises (legal entities and individuals); non-profit organisations; universities - as established under Act No.111/1998 Coll; and towns, municipalities and regions. Targets of the State Programme include the implementation of savings measures in the area of generation, transmission, distribution and consumption of energy; and higher use of renewable and secondary sources of energy and the development of cogeneration of heat, cooling and electricity. Supported activities: Support for energy planning and certification of buildings: territorial energy planning; action plans for reconstruction or refurbishment of building resources; plans for energy saving in industrial enterprises; plans for construction of centres for use of municipal waste for energy purposes; certificates of energy intensity of buildings. Energy generation and distribution facilities: increased efficiency of energy use in energy generation and distribution facilities; combined generation of heat and electricity; higher use of renewable and secondary sources of energy. Support for Measures aimed at increasing the efficiency of energy use: decreased energy intensity of industrial plant; comprehensive measures aimed at decreasing the energy intensity of buildings used in education, health services and public utilities; comprehensive measures aimed at decreasing the energy intensity of housing; low energy and passive solar housing; comprehensive measures aimed at decreasing the energy intensity in lighting; projects financed through energy savings. Consultancy, education, promotion and awareness with respect to the economical use of energy, having impact on the safeguarding of the environment: consultancy; regional energy agencies; education and promotion; preparation of products in support of consultancy, education and promotion. Recent iterations include: 2005 Within its strategic implementation of the 2004 National Program for the Efficient Use of Energy and its Renewable and Secondary Sources, the Czech Republic announced the Government Programme for the Support of Energy Savings and the Use of Renewable and Waste Sources of Energy on 9 November 2005. This strategic plan outlines federal support for: - Energy Planning and Certification of Buildings - Energy Production and Distribution Equipment - Measures for the Improvements to Energy Efficiency - Consulting, Education, Promotion and Awareness Related to Energy Conservation with a Positive Environmental Impact The 2005 Program further details strategic targets for efficiency, including Action Plans for Energy Efficient Reconstruction or Modernization of Buildings, Combined Production of Electricity and Heat, and Energy Demand Reduction in Civic Structures, among others. 2006 The National Programme for Effective Energy Management and the Utlilisation of Renewable and Secondary Sources of Energy ("National Programme") was promulgated by the Ministry of Industry and Trade according to an agreement with the Ministry of Environment, pursuant to Chapter III of Act 406/2000. The National Programme will cover the period 2006 - 2009, and is a continuation of the previous programme which was concluded in 2005. The objectives of the programme are reduced energy consumption, higher utilisation of renewable and secondary sources of energy according to economic and social needs, sustainable development and environmental protection. The National Programme addresses the following target groups: autonomous states, businesses, NGOs and households. Recommended measures are derived mainly from the Energy Policy of the Czech Republic and the State Policy of the Environment. It supports the implementation of EU Directives 2001/77/EC, 2003/8/ES, 2006/32/EC, and 2005/32/EC.
