The National Development and Reform Commission (NDRC) issued its Medium and Long Term Development Plan for Renewable Energy in September 2007. The Plan establishes targets for the development of various sources of renewable energy up to 2020 calling for the percentage of renewable energy to rise to 10% of total energy consumption by 2010 and 15% by 2020.

An investment of CNY 2 trillion (approximately USD 263 billion) before 2020 on renewable energy development in China is envisaged to reach this goal.

By 2020, the plan calls for the development of a total of:

  • 300 000 MW of hydropower -
  • 30 000 MW of wind power;
  • more specifically, six 1 000MW wind farms are to be developed by 2020, located in Xinjiang Provinces Dabancheng, Gansu Provinces Yumen, the Jiangsu Province/Shanghai coastal region, Hebei Provinces Zhangbei, Jilin Provinces baicheng and Inner Mongolias Huitengxile
  • 30 000 MW of biomass -
  • 1800 MW of solar power
  • 300 million m2 coverage of solar hot water heaters
  • 44 billion m2 of methane gas per year -50 million tpy of biofuels;
  • the Plan establishes the principal of biofuel development not affecting food security, thus emphasis is placed on developing non-grain biofuels and using land less amenable to crop cultivation to raise specific biofuel crops, such as tung trees and sorghum

In addition, the plan generally establishes that the government will adopt a variety of measures to encourage and stimulate the development and use of renewable energy. These include preferential financial and tax policies, including specialised funds subsidising the development of renewable energy sources, and the reduction or elimination of taxes for certain qualified renewable energy development activities.
