The China’s 13th Five Year Plan (2016-2020) on Ocean Energy was adopted by State Oceanic Administration of People’s Republic of China on 30th December 2016 and released on 1st of January 2017. The Plan was developed in relation to the China 13th Electricity Development Five Year Plan (2016-2020) and to the 13th Five Year Plan for National Economic and Social Development.  13th Five Year Development Plan on National Strategic Emerging Industries will be crucial supporting policy for further ocean development in China.

China’s goal is to significantly improve development and utilisation of ocean energy by 2020. Deployment will be achieved through research and development (R&D), technological innovation, development and production of reliable and efficient equipment products and a gradual development of the ocean industry in China.

China’s ocean energy development goals to be achieved by 2020:

Capacity target

Cumulative installed ocean capacity – over 50 MW

Marine energy for islands

  • develop ocean installations which will be an integrated part of renewable power generation systems for islands along with solar PV forming a micro-grid
  •  develop network of islands connected and powered with ocean energy among other renewables

Technology development priorities

  • Tidal current technology – single 0.5 MW unit with a capacity factor no less than 41% and machine trouble-free running time not less than 4000 hours.
  • Wave energy technology – single of 0.1 MW unit with a capacity factor no less than 25% and machine trouble-free running time not less than 2000 hours.
  • Temperature gradients energy technology – 50 kW comprehensive utilization of technology, thermal cycle efficiency at 20 ℃ to 3.3%, turbine capacity factor of 85%, and machine trouble-free running time not less than 750 hours.

Other objectives

  • Strengthen R&D;
  • Develop the industry with a full ocean supply chain;
  • Strengthen cooperation and development both internationally and nationally. Active engagement in the IEA OES-IEA, with IRENA, and other international, ocean energy relevant platforms (conferences and organisations).
