The regional ministers have set up information networking providing practical information to individuals, small and medium-sized enterprises (SMEs) and public buildings seeking to save energy through energy efficiency improvements. Specialized agencies and energy information kiosks also organize information campaigns and issue brochures. The Walloon Region organises several ad hoc training programmes for energy managers of SMEs and public buildings, it publishes a periodic for energy savings, it has also introduced "energy kiosks" (guichets de lénergie) which disseminate information and provide energy audits for the residential sector (13 kiosks in the Walloon region) VITO, the Flemish Institute for Technological Research, raises energy awareness among the public (and in the industrial sector) through EMIS, the Information System on Energy and Environment. Flanders has communication policies for renewables aimed at all social groups. The region gives financial support to the Organization for Renewable Energy in Flanders (ODE- Vlanderen , Organisatie voor Duurzame Energie) which promotes sustainable energy schemes. In Brussels-Capital, the Agence Bruxelloise de lEnergie - Brussels EnergieAgentschap (ABEA) provides practical advice and information on existing subsidy schemes for RUE and renewable energy applications to individuals and small enterprises. A specific training for Energy Managers has also been introduced in 2004 for technical managers of large properties. The Flemish Energy Agency subsidizes federations and organisations for carrying out energy consultancy and information activities directed towards SMEs and citizens.
