The Austrian Government has published its national allocation plan (NAP) for carbon dioxide emissions under the EU-Emissions Trading Scheme. The NAP is to allocate 33.2Mt CO2 per year to installations covered by the scheme over the 2005-07 period. New entrants will have access to allowances from a pool of 1 per cent of the total allowances. Any surplus of allowances remaining in the new entrant reserve at the end of each year will be auctioned. Austria has expressed its intent to purchase JI/CDM credits for approximately 3 - 5 Mt CO2 annually. The European Commission has approved this plan.
