The National Framework for Energy Efficiency (NFEE) projects and activities are a subset of the National Strategy on Energy Efficiency (NSEE). It recognised that significant benefits can be achieved through improvements in energy efficiency, the Australian Ministerial Council on Energy (which comprises representatives from all levels of Australian government) endorsed the NFEE in August 2004 and agreed to the implementation of a number of energy efficiency packages. The Ministerial Council on Energy anticipated that the NFEE would comprise more than one stage. Stage 1 of the NFEE closed on 30 June 2008, with many projects completed or nearing completion (see separate database entry). Stage 2 commenced on 1 July 2008, with the following additional new energy efficiency measures: 1. Expanding and enhancing the Minimum Energy Performance Standards (MEPS) programme. 2. A heating, ventilation and air conditioning (HVAC) high efficiency systems strategy to address non-technical barriers while identifying and promoting efficient technical solutions and system optimisation. 3. Phasing-out of incandescent lighting in the residential sector - combining MEPS with complementary activities (information provision, educational activities, demonstration projects, product development and research). 4. Providing government leadership to stimulate energy efficiency in commercial buildings through green leases. 5. Developing measures for a national hot water strategy, to commence 1 July 2009 to improve the energy efficiency of water heaters. 6. Data Gathering and Analysis Project to identify and address gaps in energy efficiency data collection to inform policy-making in the industrial, commercial and residential sectors. Stage Two is now complete also, and the continuation of this policy approach is now contained in the National Framework for Energy Efficiency (NFEE).
