The Law states that owners of gas supply systems must ensure non-discriminatory access for Russian operators to their gas transmission and distribution networks. This is intended for transportation of dry gas, which is made up of mostly methane, stripped from oil processing (associated gas). (Art. 27) This part of the law was introduced in 2012.
The Law also states that, in the event of an accident in a gas supply system, owners/operators are obliged to fully compensate damage caused by it. (Art. 28)
Legal entities and individuals guilty of accidents and disasters at gas supply facilities, including accidents and disasters arising from latent defects in materials, equipment, and poor-quality construction and installation work, are liable. (Art. 32)
