Madagascar has significant renewable energy resources such as hydro, solar, wind, biomass, but they are poorly exploited. Despite these resources, the rate of access to electricity is only 12% at the national level and less than 5% in rural areas.

To achieve the Millennium Development Goals and the "Sustainable Energy for All" Programme, the Government of Madagascar has taken the initiative to implement the Decentralised Rural Electrification Program to improve the rate of access to electricity in rural areas by prioritizing the deployment of renewable resources.
